호주정부는 최근 광우병 발생국가산 쇠고기 수입금지 조치를 완화하려다가 대중들의 반발이 확산되자 결국 2년간 광우병 발생국가산 쇠고기 수입금지 조치를 연기하기로 했습니다.
이에 따라 2010년부터 수입이 재개될 예정이었던 미국산 쇠고기의 호주 진입이 또다시 2년간 연기되었습니다.
현재 미국정부와 호주정부는 쇠고기 수입을 둘러싼 무역마찰에 대해 서로 논의를 하고 있는데, 아마 WTO 제소와 같은 방식을 취하지 않고 원만하게 해결될 것 같다는 호주 현지 언론의 보도입니다.
반면 한국정부는 지난 2008년 4월 OIE 국제기준을 지키기 않을 경우 WTO에 제소될 우려가 있으며, 한미FTA 등을 고려하여 미국산 쇠고기 수입위생조건을 전면적으로 완화하는 협상을 한 바 있습니다. 또한 캐나다 정부는 미국과의 차별 등을 이유로 한국 정부의 쇠고기 금수조치에 대해 WTO에 제소를 했습니다.
한국과 호주는 아직까지 공식적으로 광우병 발생보고가 없으며, 모두 미국과 FTA 협정을 체결했다는 점이 공통점입니다. 심지어 호주정부는 미국과 FTA 협상을 하면서 국제기준에 따라 광우병 쇠고기 검역기준을 설정하겠다는 side letter까지 작성해준 바 있습니다.
그런데 광우병 발생국가산 쇠고기 수입에 대해서는 180도 다른 정책을 실시하고 있으며, WTO 제소도 서로 다릅니다. 호주는 여전히 미국산 쇠고기 수입을 전면적으로 금지하고 있으며, WTO에 제소도 당하지 않고 있습니다. 과연 이와같은 차이가 무엇 때문에 발생했을까요?

The US consul-general says the US and Australian governments are in tense negotiations after Australia blocked the importation of beef from BSE-affected countries.
Last month the Federal Government bowed to public pressure and agreed to review whether it was safe to import beef into Australia from countries that have had BSE – also known as mad cow disease – including the US.
That assessment is expected to take two years.
Speaking in Tamworth during a tour of regional New South Wales, US consul-general Judith Fergin says the two countries are trying to break the impasse.
“We are very firmly convinced that our beef is healthy and needless to say we’re having a healthy and vigorous set of discussions with the Government of Australia on that issue now,” she said.
“I think there is goodwill on both sides of the table, no matter how far apart we may start on a particular issue, so I’m quite confident that we will come to some resolution of this.
“But no-one will ever convince us that our beef is not healthy already.”
